Technical Sales Manager Pressure Protection

I have a Fisher MR95 2″ FNPT x 2″ FNPT
I want to control the incoming pressure 450 psig and reduce the outlet pressure to 235psig
The regulator has a max 1000 psig inlet and max 600 psig outlet
The regulator is set at 230 psig but keeps creeping up to 280 psig and causing my pressure relief valve to relieve.

Do I have the correct regulator? If so what causes the regulator to creep and how can I correct the problem?
