Balancing Safety and Cost

API 2350 provides guidelines for managing and implementing overfill protection on storage tanks.

In a perfect world, every tank would be outfitted with the proposed highest level of safety from API 2350 with mechanically and electrically independent automatic tank gauging and HI level alarms. However, we do not operate in a perfect world and everyone is constantly forced to make tradeoffs.  Some tanks and applications do not require the highest level of safety, some tanks must be modified before safety related devices can be installed, and the expense of the two systems can postpone installation especially during the current environment in the Oil and Gas Industry.

MTS talked to numerous customers about their dilemma and in response developed the LevelLimit level transmitter.  The LevelLimit level transmitter offers a complete automatic tank gauging system along with a HI level switch in one mechanical package.  The Magnetostrictive automatic tank gauge provides product level, interface level, average temperature from up to 16 temperature points, and volume.  The HI level switch provides an electrically isolated Digital I/O output using reed switch technology with a tertiary float and manual proof test.  The LevelLimit level transmitter combines both the tank gauging and overfill protection within a package that can be installed in a 4” or greater tank opening without the requirement for a stilling well.

The LevelLimit is a real-world solution to the challenges facing the tank operators with facilities without automatic tank gauging, overfill protection, or both.  MTS is not claiming that the LevelLimit level transmitter alone meets the highest level of safety under API 2350, but it provides a product that increases the level of safety for the tank and can be installed without insurmountable costs.  For those tanks that require the highest level of safety the LevelLimit can be an economical first step to meeting API 2350 while funds are set aside for tank modifications and the implementation of a secondary HI level alarm.
